Package managers gone haywire! yum, apt, rpm: pam is totally borked

I've done both, repeatedly
I removed and reinstalled the selinux policy and policy-targetted updates from
yesterday, by the way, and turned selinux back on, which produced a torrent
of selinux errors
I'm also getting lots of these:
