It's too much like the diabolical Windows registry, and regedit.  I
can't make that hideous comparison strong enough.

The sort of thing that's typical of design by committee (didn't like the
last attempt, let's change things around, let's not actually pay
attention to the critique and advice about what would have been
improvements).
