Without knowing your BIOS, this is a guess. But what I suspect is
going on is that the BIOS provides Legacy USB support for itself
when it detects a USB keyboard/mouse. But unless you enable it, it
does not provide BIOS level support to the OS when it turns over
control. This is not a problem if you are booting directly into an
OS that supports USB HID devices, but it is a problem if you are
using a boot loader, or an OS that does not provide USB HID support.
