Thank you. I didn't realize that this was a separate service. I found
the /etc/cpuspeed.conf ... stupidly obvious once you know the name to
look for ... and added the default governor in there. Now things are
working as I would like them.

I have added an RFE upstream to be able to set a default governor via
the cpufreq applet.
