Logwatch: how to stop it going to root?

Logwatch used to be sent to me on my Fedora system,
but now it seems to go to root.
I changed the line in /etc/cron.daily/0logwatch to
$Config{'mailto'} = "tim";
but this didn't seem to have any effect.

Has anyone else met this problem?
