Logwatch: how to stop it going to root?

You might try adding non-defaults to /etc/logwatch/conf/logwatch.conf
instead (Note the comment in that file). When logwatch is upgraded, it
may overwrite /usr/share/logwatch/default.conf/logwatch.conf.
