FC4 timezone RPM problem

OK, I just did:

# pwd
/etc
# mv localtime old_localtime
# ln -s /usr/share/zoneinfo/EST ./localtime

The time is still wrong.  Is there something I have
to restart?  Nothing in /etc/init.d/ jumps out at me.
