Cups Quota Limits

My networked HP printer stopped printing. After some investigation, I 
tried using http://localhost:631 to re-setup and test the setup. 
Attempting to print a test page resulted in 'Quota limit reached'.
Not a particularly helpful error message when there are 3 limits...
So after further googling, the 'help' being its usual oxymoron, I tried 
using lpadmin with -o to set/reset the limits to '0',
No joy.
A look at /var/log/cups/error.log revealed the 'user root' was being 
denied access!. WTF?
Anyone know what the hell is going on here?
