How to erase DVD+-RW

All the software I have used will "erase on the fly" when you record
a DVD+/-RW. I do not remember ever seeing an option to erase one
except for the format option.  Is there a specific reason you need
to erase it? You do not have to erase a DVD before making a new
recording on it.
