some changes to properties of home directory using root

Hello there,

I had my father make some changes to home so that he could delete files and he gets the following error when he logs in as Art:

Users $home/.dmrc file is being ignored.  This prevents the default session and language from being served.  File should be owned by user and have 644 permissions.  Users $HOME directory must be owned by users and not writable by other users.

How do I correct this?
