Yes.  When bugs are fixed the changes are quite often sent and applied
upstream.  Ideally, all fixes would go upstream, though some don't for
various reasons.

Also quite often, bugs are reported to the RedHat bugzilla and since
the Fedora maintainer is active upstream, the bug just gets fixed
there and then a new release gets pulled in to Fedora.

It definitely does.

And eventually you'll get more familiar with the system and instead of
just pointing out problems you'll be able to send the fixes. ;-)
