I have the same situation on a FC5 machine I use at work, and despite 
months of periodic looking, and configuration changes, I have yet to 
locate the Shutdown gadget in the Add Panels dialog. I'd been hoping it 
was just a configuration issue, but I gave up on that and just set up a 
cron job to automatically shut my machine off an hour after I'm supposed 
to leave for the day.
