I know that an FC5 install was hanging on udev in the bootup. I don't use 
SElinux, as I don't know enough about it, so when the machine eventually 
booted up, I disabled SElinux. No problems after that with udev when booting.

I'm not recommending disabling SElinux if you need it, but it could be that 
something in it is causing the delayed booting problems with udev. I don't 
know, except that when I disabled it, I had no further udev delays on bootup.
