Just a quick look at examples through Google, but I saw them write that
sort of thing like:

http_access allow network time MTWHF 8:00-15:00

i.e. Without all those spaces.  Perhaps it's just a syntax issue?

Also, the time's are GMT, not local.  Have you specified them that way?
