How to get mail to local destinations delivered?

Just to be clear that it's failing delivery, and not a problem in
reading: You've looked into the /var/mail/root and /var/mail/chris
files to see nothing being added? (Use a text reader, like "less".)
Check /var isn't too full? Show us the permissions and ownership of the
directory and files, include the SELinux contexts.
e.g. The outputs from:
df -h /var/mail
ls -ld /var/mail
ls -ldZ /var/mail
ls -l /var/mail
ls -lZ /var/mail
--
(This computer runs FC7, my others run FC4, FC5 & FC6, in case that's
important to the thread.)
Don't send private replies to my address, the mailbox is ignored.
I read messages from the public lists.
