A quick fix would be to use yum to remove and reinstall
system-config-users. Yum should be able to pull in the dependies.

Here are the package requirements:

rpmlib(CompressedFileNames) <= 3.0.4-1
rpmlib(VersionedDependencies) <= 3.0.3-1
cracklib-python
rpmlib(PartialHardlinkSets) <= 4.0.4-1
python => 2.0
pygtk2
hicolor-icon-theme
config(system-config-users) = 1.2.72-1.fc8
/usr/bin/python
/bin/sh
rpmlib(PayloadFilesHavePrefix) <= 4.0-1
rpm-python
rhpl
usermode => 1.36
libuser-python => 0.56
pygtk2-libglade
xdg-utils
/usr/bin/pgrep
