Your file may look like this

#       disabled - SELinux is fully disabled.
SELINUX=permissive

#       strict - Full SELinux protection.
SELINUXTYPE=targeted

# SETLOCALDEFS= Check local definition changes
SETLOCALDEFS=0

Change the line -

SELINUX=permissive

to

SELINUX=disabled

Save and restart the computer.
