Formatting a mail

Unfortunately I can not change outlook as it is going to be sent to
several people.

I thought about using the cat -E option this will append a "$" on the
end of each line. I guess I need to convert this to a windows CR
character or use sed to do some string stuff.

Any ideas as my sed knowledge is not good,
