You might want to look at hobbit http://hobbitmon.sourceforge.net/

Others here will no doubt recommend nagios, zabbix, opennms and others. IMO
the real advantage of hobbit is it is simple to setup and maintain. In addition
I really like the UI for hobbit. You can point most people at it and they can
immediately tell the status of the network.
