Suggest a system monitioring software package

zabbix and hobbit seem to be the competitors of nagios that I hear
about. Not sure they can handle your third requirement or not. There's
also a sort of configuration manager called puppet that I've been
hearing about, which night or might not be similar to what you want.
Sorry I can't give more detail, I am at the dabble/experiment stage
with these myself.
