Because you are encouraged to start reading the message that you are
quoting/replying to from the top, and trim it down to only the relevant bits
that you really need to quote.  You are not supposed to quote the whole darn
message and put one line of reply at the bottom, but rather to go through the
original message and cut it down to only the most essential parts that you are
replying to.  By putting the cursor at the top you are in a position to start
trimming as you move down through the message toward the bottom where you post
your reply.
