That's the ticket for prelink.cache.  If it changes, there was a change
to the system that (can) be important...something in the system
libraries (or their directories) changed.

If you NEVER update the system or install new packages, the _content_
shouldn't change.  The atime may change since I think it's scanned by
prelink, but I won't swear to that.
