I'm not sure what means decoration. The bar across the top
remains grayed out, and has words (which are clickable) but none of
the usual click-targets to close or change size.
This sounds like a window manager crash, such as the ones people
report when using the Nvidia binary driver and with the graphical
effect stuff turned on.
I've been suspecting that, because of the window bars; and
when things are really bad, I've sometimes gotten what was clearly
no window manager known to me -- or even what may be none, doing
nothing but demanding userid and password, over and over; even a
reboot in that case works only with the reset button or power button
-- and getting out of it on next boot requires a re-install.
I was thinking that it might be related to this:
