Actually, it occurs to me that it probably wouldn't work in its present form.
useradd would change the file permissions back to the actual username when
doing the setup.

You could still do it, though.  You would have to change it in every new user's
home directory immediately after creating that username.  You could still script
it without too much effort, though.
