OK, after months of passive and random observation, I'm now sure that
what makes the short hangs and desktop itchyness is the periodical
CPU-eating caused /usr/libexec/gnome-settings-daemon.

It's quite unbearable when 2 batteries are connected to my D810. I can
stand how it behaves when only one battery is connected (even if it's
the one that is nearly broken - end of life). Absolutely no short hang
if no battery is plugged in.

To make sure there was no interaction, when doing my comparison tests,
I've unplugged all USB devices, disabled wifi and wired network, and
other Dell-bay stuff (DVD drive).
