Why Restart & Shutdown Buttons on login screen

Yes but if it were deemed necessary, the case and power connections 
could be locked away and made physically inaccessible.

But then if you were going to all that effort, you could probably find a 
way to disable the poweroff and shutdown options, both on the login 
screen and command line.
