Did you read what its comments said about that rule only affecting the
plain greeter? If you use a themed greeter, it's the theme that
controls whether there's a face browser.

Have you tried?
SystemMenu=false
And just to be sure, this is about a pop up menu, not buttons on the GDM
greeter.
