To expand on this slightly:

Yes, it is, but you will need to configure it in /etc/postfix/main.cf.

The TLS_README file explains the process exhaustively.

(at minimum, you need smtpd_use_tls, smtpd_tls_cert_file, 
smtpd_tls_key_file and smtpd_tls_CApath set to offer STARTTLS)
