uhhhh, I was talking about a newer one than that, and the rpm packages are 
available in rawhide (development)
$ rpm -qa | grep system-config-firewall
system-config-firewall-1.2.7-1.fc9
system-config-firewall-tui-1.2.7-1.fc9
