CPU Throttling

All,

I run Fedora 8 on Tecra M5.

It appears that the CPU throttling is not available. While, the suspend 
resume and function keys work (brightness, sound etc) wondering why the 
CPU throttling does not work and i also suspect that causes the FAN to 
run all the time. Is there a workaround or patch?
