Very slow-starting EVDO modem

USB Y cable?  Power plug?

I'm lost.  This modem has no external power connector.  It plugs directly into
the onboard USB port that's built into the motherboard in the computer.

I've tried this on different computers with both Centos and Fedora and always
see the same five minute delay.
