Accidently Removed "Add/Remove Programs"

Depends whether you deleted the link to the application or actually 
uninstalled add/remove program ?

Try:
$ gpk-application

If that doesn't work:
$ rpm -q gnome-packagekit

$ rpm -V gnome-packagekit
