The name server will not use the /etc one, it's best ignored, but some
configuration tools still do (or used to), so the usual solution is to
make a link in /etc to the chrooted one in /var... That gives you one
file that just works.

Don't send private replies to my address, the mailbox is ignored. I
read messages from the public lists.
