USB error: device not accepting address xx, error -71

People,

Every time I boot my F10 box I get usb error messages as follows:

    usb 2-1: device descriptor read/64, error -71 ...:  8 Time(s)
    usb 2-1: device not accepting address 12, error -71 ...:  1 Time(s)
    usb 2-1: device not accepting address 13, error -71 ...:  1 Time(s)
    usb 2-1: device not accepting address 4, error -71 ...:  1 Time(s)
    usb 2-1: device not accepting address 5, error -71 ...:  1 Time(s)

This happened with F9 too. I think the device in question is a built-in 
card reader, because it's the only USB device that do not work in this 
system.
I've been searching the web about this problem, which seems to be fairly 
common, but the solutions I've seen did not work or could not be 
implemented in my case (change cable, change USB port, upgrade BIOS, 
upgrade kernel, change BIOS USB IRQ settings, boot with noapic kernel 
option)
Why does this happen and how can I solve this?
