F10 + KDE: What happened to Ctrl-F8?

Interesting, didn't know that one, neat.  Oh, worked here, on F10.

Maybe your desktop effects plugins enabled doesn't include: Desktop Grid (systemsettings -> desktop effects, all effects tab, Window management group, Desktop grid ).
