[F8] qemu-kvm non-us keymap

I know it's no help to you, but I am also having a similar issue. Host
(F8) is set as having a UK keyboard layout and that works fine. I set
the guest (Windows XP) layout to UK GB, but still it acts as though
the keyboard has a US layout.
