Currently we have all of the allow_exec* checks turned off by default in
Rawhide.  This allows us to find any application that is not built
correctly or potentially mislabeled.  We will be turning on some of the
allow_exec* checks when we get to the Beta Release and beyond.

Fluendo codecs are built either using the Intel compiler or built
incorrectly.  I agree it would be nice to clean this up, but our only
choice is to hound them to build them correctly or turn off all checking.
