I seem to recall this happened to me once as well. I ran
strace on the "aplay" utility while playing a .wav file
to see what it was trying to open, found that file,
chmodded it to be accessible, and it stayed that way
after that.

I think some random update must have given it the wrong
permission, but subsequent updates don't seem to have
screwed it back up, sound keeps working.
