I don't know if this is still the case, but I remember reading something
about NetworkManager not really handling static Ip setups very well. Can you
setup for DHCP server to give you the IP you want? This is what I do with my
Netgear router. I have IPs reserved for this and set the
router to recognize my MAC address and always give me IP All
other users get or higher.
