I put an ATI video card into this computer to substitute for the on-board Intel
video and somehow the problem magically went away. This computer runs at full
speed now without any "mem=" parameter, and as a bonus I get a lot more
available memory:

I recovered 637mb of ram over what I had available when using the on-board
Intel video.
