PolicyKit handles this with the policies

org.freedesktop.hal.storage.eject
org.freedesktop.hal.storage.unmount-others
org.freedesktop.hal.storage.mount-removable
org.freedesktop.hal.storage.mount-fixed

See:

/usr/share/PolicyKit/policy/hal-storage.policy 

And change the relevant things to "no"
