qemu bootable base install from raw

what is the best way to get the most minimal install of fedora core 8 on 
a bootable image for qemu?
i tried creating a raw image, losetup fdisk partitioned 1 as bootable 
then kpartx mounted partition one and installed through grub-install and 
base install, but i can't get it to boot.
Is there maybe a minimal base install slip distro? I'd prefer to do it 
from the host os but i'd be happy just getting this done through any means.
