CTAN packages for Fedora

Hi,
I installed but it does not find the package.
mpm --install=marginnotes
mpm: Unknown package.
Actually, I wonder if something has to be done to set up repositories and the
like before it works. Specifically, this is what happens:
mpm --list-repositories
No package repositories are currently available.
Any suggestions?
