You've downloaded a Fedora DVD ISO file and you want to burn it to a
disc?  Or do you mean something else?

This sounds like you're trying to write an ISO file to a disc as a file.
If you're trying to create a DVD from an ISO file, you need to use the
burn disc from an image option.  I'm sure there's a FAQ about this on
the Fedora website.
