That's a little harsh:

management at example.com decide users can share data over the WWW and 
configure Apache accordingly.

UninformedUser shares "Sam's resume.doc" by placing in into 
~UninformedUser/public_html, the standard location on Linux.

Nothing to do with whomever is running the web server, and really it 
should just work. One cannot reasonably expect UninformedUser, a Ph. D. 
in quantum physics, to know all about running a webserver.
