configuring firewall using system-config-securitylevel

With Fedora 7, the system-config-securitylevel allows additional ports to be opened up.  However, when I try to add new ports, the results show up in the GUI window at the time, but when the tool is run again, the newly opened ports do not show up.  (The tool is being started from a root shell.)
