Are you using LVM?
You may need to specify the LV that it is on.
IE -
grub> root (hd1,4)
grub> kernel /vmlinuz-2.6.23.14-107.fc8 ro root=/dev/VolGroup00/LogVol01
grub> boot
mount |grep "on / " |cut -d" " -f1
should tell you the device being mounted as /
