I don't understand that. I think "standard" needs some definition.

Generally, configuration files are approximately where package creators 
envisioned and work as they describe,

When I moved to Debian from RHL some years ago, what struck me was how 
similar it is to RHL and its successors. Arguably more similar than *SUSE.
