I understand, so if I assume if wanted compatibility with RHE 4 update 6
I can pick up CentOS 4.6 and so on.

free as in speech means you can copy it, change it, re-distribute it
(i.e. open source)

Yes.  It aims to be 100% binary comaptible with RHE.
