Yes.  And correct.  It's not the loading of a module that creates a
derived work.  There's no creative process involved in it, it's purely
mechanical.

However, this says nothing as to whether or not the loaded module was
a derived work.  AFAIK the legal facts used in this determination are
independent of whether it is loaded, but IANAL.
